System for Satellite Data Collection, Processing and Distribution for Support of Operations of Russian National Forest Fire Protection Agency

The system developed for Russian National Aerial Forest Fire Protection Agency is being presented. The report summerizes the principal tasks for providing the forest fire-protection services with operational satellite information on fire-risk situation and dynamics of active forest fires, as well as means for automated detection of possible forest fires using satellite data. The system is operative since 1995 and integrates satellite data from 2 distant satellite ground stations ( in Moscow and Irkutsk) to provide full coverage for the russia territory with data from NOAA satellites.The report describes the principal architecture of the system allowing for automatic operations and network data exchange for operational support of forest fire protection services. Described in the report are the key components of the system: organization of automatic data processing, architecture of data exchange between ground stations, processing centers and end users, flexible software architecture for robust automated operations. The report also describes the spesific satellite data products produced automatically to support detection of forest fires.
