Development and implementation of new satellite techniques in the fishery monitoring system

The article considers development of information technologies for building monitoring systems. Our work is based on the Fishery Monitoring System (FMS) developed with participation of Space Research Institute RAS for the Federal Fishery Agency of Russia. The emphasis is on developing the technique of integrated analysis of sea vessel tracks retrieved from satellite control units installed onboard fishing ships, satellite radar data and satellite data on sea ice condition. The presented integrated analysis technique is shown to have a good development potential in view of providing more complete and timely information in support of effective management decisions. The authors also consider the issues of integration of data provided by the Automatic Identification System to the FMS, implementation of the Permit subsystem and using the FMS data in long-term forecasts of sea fishing. There is a strong demand for further information technology development to ensure, in particular , food security for Russia
